Funding available to communities for energy projects
May 27, 2009The Department of Energy Resources has announced that more than $12 million in federal funds will be available to communities for solar photovoltaic and other clean-energy technologies, thermal energy efficiency measures in oil-heated buildings, and performance contract buy-downs.
Grants of up to $150,000 will be awarded on a competitive basis to communities with populations below 35,000.
Applications for these funds will be judged based on the number and quality of jobs created, the amount of greenhouse gases reduced, the amount of funds leveraged, and whether the project is “shovel ready.”
Other funds from the American Recovery and Reinvestment Act will be dedicated to an energy information reporting system that will be distributed free to all cities and towns. The system will provide access to the city or town’s energy usage and cost information and will allow communities to benchmark their consumption and identify priority targets for efficiency investments.
Federal funding will also be dedicated for specialized training for building code officials on the State Building Energy Code as well as the new “stretch code.”
Technical assistance grants will be available for communities to hire an owner’s agent for performance contracting (capped at $10,000), to hire an owner’s agent for clean energy technology (capped at $10,000), and to develop an energy reduction plan (capped at $5,000).
Since this state program must be approved by the U.S. Department of Energy, applications and procedures are not expected to be available until July or later, according to the Department of Energy Resources.
Communities with populations above 35,000 are entitled to receive grants directly from the U.S. Department of Energy. Applications for these funds are due to the department by June 25.
