MMA letter to governor urging release of Chapter 90 funds

Dear Governor Patrick,

On behalf of the cities and towns of the Commonwealth, the Massachusetts Municipal Association respectfully requests that your Administration release the balance of Chapter 90 local road funds authorized pursuant to Chapter 303 of the Acts of 2008, or $200 million, to all 351 cities and towns on or before April 1.

The MMA truly appreciates your leadership in securing a strong Chapter 90 program over recent years. In addition, the MMA greatly appreciates the timely and consistent release of Chapter 90 authorizations. By releasing funding by April 1 each year you help stretch these dollars, maximize local construction seasons, and assist local officials to plan projects in advance.

Three years ago, the state Transportation Finance Commission projected a funding gap of $15 billion to $19 billion over the next 20 years just for maintenance of our current transportation infrastructure, not including sorely needed improvements and expansions. As part of that projection, the commission estimated a $1 billion Chapter 90 spending shortfall if needs are not met. According to MMA research, the actual annual Chapter 90 need is well over $300 million annually.

Further, for every $1 million invested in our transportation infrastructure, approximately 28 high-paying jobs are created, according to industry experts. Chapter 90 creates thousands of new jobs that would spur the local and statewide economy.

We deeply appreciate your commitment to local transportation priorities, notably Chapter 90, in order to ensure safe and passable infrastructure and generate high-paying jobs. The MMA looks forward to continuing our ongoing collaboration with you, the Executive Office of Administration and Finance, and MassDOT on the broad range of issues of concern to local communities.
